So, I am sure this has been discussed before, but now that we have more detail at this point....
I see the Shadows and Vorlons as fallen Empires, but at a perpetual war with one another. I think we'd have to modify the scripting, since they do OCCASIONALLY interfere with the younger races. (The Vorlons by being cryptic and blowing up people with immortality serums because we aren't ready to be immortal, and the Shadows by blowing up everything in sight every few thousand years.) Obviously there are restrictions on that, and rules. Plus I think you'd have to introduce the Order and Chaos (though maybe Individuality versus Collectivist cover that?) ethos. Where the Vorlons are fanatic Order, and the Shadows are fanatic Chaos.
But you get the Minbari, very spiritualist, but also militarist, with a distinct caste system and definite focus on the community over the individual.
You get the decadent Centauri who once had a Galaxy spanning Empire that has eroded over the past centuries, but many older Centauri (and they live longer lives than humans) who dream of the glory days of the "Republic".
You have the Narn, many of whom hate the Centauri, and dream of revenge, but also are always seeking a profit. They become more complex, of course, as the series evolves. They have deep spiritual beliefs, and much of their spirituality focuses on the individual works of a given prophet each Narn chooses to follow (or not to follow.)
You have the league of non-aligned worlds, a permanent semi-alliance of less powerful races. Not a defensive pact, or even a true alliance, but sort of a mish mash of races who, when in agreement, can be considered as politically powerful as any of the major races. With the definite exception of the Vorlons.
And then you've got the humans, who are relative newcomers on the galactic stage, but are powerful because they form communities. The major trait is Xenophilia, but the trait back home has become Xenophobia, thanks to the government and propaganda and all.
It seems to me like you could create a number of different scenarios. Dilgar War, Minbari War, 2258 (Babylon 5 was our last, best hope for peace.) 2260 (Babylon 5 failed, it was now our last best hope for victory.) 2262 (The Alliance). 2281 (After Sheridan's death.) Etc. Since virtually nothing is absolute canon (only one book is considered absolute canon, the others are all "pick and choose" canon. You decide what you consider canon for you) there are a lot of scenarios that would be enormous fun to play with.
I can't code, but I could always write events and story for a mod like this. (Always with great deference towards JMS.) I think it could be great fun.
And who hasn't wanted to face down a Shadow fleet in a game that's worth buying?
