To make it thematically fitting, the DLC would have to be based around a minigame where people make ideas and you shoot them down. I'm not sure how well that would suit the overall design philosophy.

Perhaps a new type of dynamic event system where all the answers are "no" or some variation thereof.

You could just add it retroactively for Res Publica, with its Commonwealth mechanics.

But, for Eldorado, some portuguese king could be great, cause New World oriented DLC. Or some inca emperor should be great :3

For Eldorado, I'd really like to see some Meso/South American ruler. Aztec or Inca.

If you want to add Jan Sobieski in a war-oriented expansion, then I think for an Asian expansion, someone like Oda Nobunaga or Tokugawa Ieyasu would be nice. For a late game expansion, Frederick the Great. Peter the Great would also be cool, but I don't think we'll see him since we already have Catherine for Russia.
