I normally base a country's OPness off of how well the AI seems to do as them
Absolutely. Saying that they're overpowered because a human is able to exploit their national ideas is absurd.

I wasn't aware that there was a point in the game's history in which RUS and TUR didn't have free reign over the east.
Wasn't really till mid-16th century that they conquered much of the Hordes' territory. And, really, another century before the term "free reign" starts to become appropriate.

While this is true, the same could easily be said about the colonial powers growth in the new world. How often does it take until well into the latter 1500s for colonies to be established in N. America? While the power bloat, if you will, doesn't match the historic timeline in terms of when it happens, it does line up fairly well as to how it happens. The only real problem with Mus/Rus is that the lack of any logistics system allows them to march their entire army into Asia and walk all over the Orientals, which in the real world could never happen even as late as WW II. This has little to do with NIs and everything to do with how the ai fights and how the systems work.

I was referring to the history of the game, not IRL history. As in I was pretty sure that Russia and the Ottomans had more or less free reign over the east from 1.1 straight up until 1.4.1.2 beta.

Ottomans did not have free reign until 1.4 enabled Ottomans to use expansion CB... Russians also did not have free reign until 1.3 which pummeled Hordes with the nerfbat.

Bavaria needs a buff. Austria dominates them every game.

Bavaria needs more defensible terrain. Austrian lands are impenetrable and it's like they attack from helicopters when they swoop down into the plains of Bavaria. Bavaria needs more manpower in its region as well as a military buff to their ideas, like manpower recov speed or manpowere total.

At their current state it's not realistic that they would remain as a power until Victoria 2 era.

Who to nerf?
I tend to agree that at this point most of the countries are fairly balanced. One game I played Denmark blobbed and was unstoppable, the next game Sweden/Norway broke free and squashed them into a tiny spec. Same with England... one game they dominated quite well, the next Scotland had actually taken over 50% of their land. Same with Russia and France too, who got huge one game but then broke into 5-6 countries (Toulouse for the win!), etc. Spain got crushed by Aragon in one of my games.

What seems overpowered one game is not the next, I haven't had games where I'm consistently getting stomped by the same country since 1.4 dropped.

Who to buff?
I haven't played much outside of Europe so I can't comment on this.

I find it more interesting that a bunch of people who play nothing but Western European countries complain incessantly about the Ottomans being OP. Nevermind that they have an established track record of complaining about any Asian country that does not simply roll over and die when the Tercios show up.

Your pretend "bunch of people" that you somehow know EVERYTHING about and know what each and every game file consists of. Do you work for the NSA? You sure know alot about people's gaming habits. And it's really funny how you seem to be turning this into a West/Europe vs. Everyone Else argument. Nice try. Better luck next time.

Considering that game statistics has only a small fraction of people playing anything outside of Europe, on top of people themselves often saying that they never played anything outside of Europe, thats not really a wild shot in the blue or hyperbole, a vast majority of people really do not play anything outside of Europe. Even multiplayer games are largely entirely European with Asia either being completely NPC controlled or one token Ming/Japan player.

Russia is fine, it only seems OP because its surrounded by a bunch of pathetically weak hordes.

I think India and Indonesia need buffs on the whole. Ever since the earlier EU games they've always been shitty with very few provinces and little tax/population. It's just depressing looking at vanilla EU4's India and how barren it is.

The Dutch need a huge buff. There is pretty much no reason to switch to them as Burgundy atm. Replace their inflation cost reduction with a trade steering boost and give them 100% naval forcelimits again. A Netherlands controlling the entire lowlands should be able to easily dominate world trade. Also, switch their huge heretic tolerance buff for some minor heretic tolerance and -5% tech cost.

It's crazy too. Once you're past England, France, Spain, Portugal, Sweden, Austria, Muscovy, Burgundy (or someone to form Prussia), and Ottomans, what's left in Europe that's materially better/consistently safer than a strong regional start elsewhere? I'd much rather have Ming or even Vijaynagar and have AI neighbors to stomp on than have to contend with a Human early on w/o a power start.

The problem is that if Russia/Ottomans decide to go east, your screwed. You cant westernize off of them and their powerful units + high technology will make mincemeat of yours, and thats before you consider their rediculously powerful NIs. Your only chance is if some other European powers decide that the Ottomans/Russians are too big a threat and decide to help you out.
