Who is responsible for game localization?

Just wanna know why fixing some misspellings, typos and errors take so much time (even years). Is there a team inside PDX which responsible for localization or there's third-party translation companies? If the latter, to what extent can PDX influence the company's decisions and actions?
I know that such errors are not the most important in game and may not be a priority., but still some errors being not fixed for years.
