For me, It'll have to be Japan. It's a sure-fire major power under the hands of a player, and you have the opportunity to build up a nation essentially from scratch. You also don't have to really worry about surrounding nations. (Even if you had essentially no navy in the first one. Hopefully navies are far more important.)

I always enjoyed the trick that let you turn Urugauy into a great power. I'll probably try that out first.

Japan was one of my favourites in original Vicky. But I've yet to try Persia out. But my guess is one of the following three: Sweden, Prussia or Austria-Hungary.

I've greatly enjoyed my Argentine adventures in Vic1 (and HoI2) and will likely seek to recreate them in Vic2. For my three-game grand campaign (starting with IN), I'll probably play as the Swedes or Muscovy/Russia since my Yaroslavl four-game sweep in CK/EU2/Vic/HoI2 was so much fun.
