White peace in a Civil war?

I started a Civil war in Korea and they split into the Republic of Korea and the DPRK. Now i want them to sign White peace while they are in the Civil war and my Goal is that they split and two Koreas exist, like in RL.

I don't think you can. Make separate tags for them like East and West Germany

The problem is is that unless it is in a mod, korea is still one tag so the civil war can't end with a temporary tag existing.

You can put them into civil war, then have some other country puppet either of them, then release it.

I think they should generalize it so it's possible for one tag to be puppeted by two different countries (with the diplomatic and political implications that implies). For right now, I'd have Communist China or Soviet Union seize control of North Korea and eventually get compliance high enough to form a collaborationist North Korea while having the US or UK puppet the South in the peace conference
