"Rise of the West" was a nice game for Windows 3.1, quite abstract, but nevertheless ...
It also boasted a scenario editor, and I made about 20 scenarios for it using all my historical maps.
Did I ever tell you guys that I once made a HUGE civII crusader scenario complete with mongols and everything? It started exactly the day before the fall of Jerusalem (with Antiochia, Edessa etc. already in place). I planned to put it on the web when finished. There were some big problems, though, I never could overcome. One was that after a few turns, the preset alliances always broke and everything developed in an utterly silly way ...
In the end, I got so angry that I impulsively deleted all my work .... so many hours for nothing!

EU was the first game which allowed to really encourage scenarios to develop in a historical way.
