While fighting multiple wars, we should be able to call allies into one war

The game gives you no option to call your allies into even one war if you are currently fighting multiple wars. They will always get the -1000 modifier "would be called into multiple wars". I can't see any good reason for the mechanics to work this way.

The wording in the patch notes makes it unclear whether we'll be able to call in allies after war has started. I guess we'll see tomorrow.
