That's strange. Someone needs to fix the tooltip then. Currently it says all you need is two de jure Kingdom titles in the UK to make the Empire.

The tooltip is unintuitive - first it only tells you that you need to get two kingdoms, then once you have two kingdoms the tooltip tells you the other requirements (de jure holdings, culture, etc).

Start as Denmark in 1066. Get the Swedish king excommunicated and declare war on him, occupying his provinces but not peacing out. Wait until Erik the heathen declares war for Sweden and destroy the Swedish armies that attack him, effectively "helping" him gain the throne. At the same time gather piety (you need 500!). When Erik the heathen is pagan King of Sweden and you have 500 piety and enough gold, call for an invasion of Norway and declare multiple successive holy wars on Sweden. After that you should have enough provinces to form Scandinavia, but there's always Finland and the Sami to invade for extra provinces. It may be even faster by annexing pagan Sweden and then using the piety you win in those wars to invade Norway, but you might have more holdings than Norway (unless they win an invasion of England, which may help you). As long as Norway has its troops in England it's a piece of cake. Beware uberpoland or the HRE attacking pagan Sweden though.

Hi, i play as leon, my second game. I got all of the northern half of spain/portugal. Created a few kingdoms, now i want to create the kingdom of navara ( prerequisite for creating the empire) but i find i cant do it since i am not basque? Any advice? On a side note, the other PI games i have have a subfolder "saves" where you can easy delete old save games , it seems i cant find one in the ck 2 folder...any idea where its installed?

You don't need Navarra, you just need to hold 2 king titles and 80% of the de jure provinces for the empire. You need to be Basque to form Navarra itself, but you don't need that title specifically to form Hispania any of the others will do.

Save are in your documents folder in the paradox subfolder.

Really none of them are hard to form, I've done all of them before 1100 and most before 1090. I've ruled Britannia and Francia by 1100 if you raise a heir of the right traits/culture. I've also had Hispania/Francia by 1100 as Navarra. France is basically the perfect invasion target for a new empire especially if you have powerful allies like HRE.

Based on difficulty of anyone in the region to form it vs the most powerful country I'd say

Persia is still the easiest (really only one country can get it)

Followed by Russia, learn to exploit alliances (always stay at war so your allies fight in your wars and not each others or their own) and/or seniority system.

Followed by Spain (any of the 5 kings or a larger muslim duchy can get it by 1100 if you.

Next is Britannia it really hardest to form as England since someone else can unite Ireland or Scotland and then get a good ally like France and invasion CB England.
