Hispania is the easiest if you discount HRE/ERE, Francia requires very little additional territory but the HRE holds it.
Scandinavia and Russia are easy if you can play the marriage game. Arabia takes the most work out of the empires I can remember altho Fatmids in 1066 get a decent start.
Britannia is unexpectedly a pain in the ass since you have to fight like 30 claimant wars AND get a claim on Scotland married into your house. England tends to get piled on since every major country has a claim.

I tend to think Hispania is the easiest. At 1066 you can murder your two brothers to unite Galicia, Leon, and Castille. It takes maybe two marriages to get the rest of the Jimenas into a united Kingdom, and the rest of the land can be taken via holy war.
The trick in Spain is that it's all about timing your holy wars to hit various Muslims when they're isolated from outside help.

Hi, i play as leon, my second game. I got all of the northern half of spain/portugal. Created a few kingdoms, now i want to create the kingdom of navara ( prerequisite for creating the empire) but i find i cant do it since i am not basque? Any advice? On a side note, the other PI games i have have a subfolder "saves" where you can easy delete old save games , it seems i cant find one in the ck 2 folder...any idea where its installed?

Brittania is pretty easy as long as you know what you're doing. All you need is to hold two out of the four kingdoms. Kingdom of Scotland/Wales? You got Brittania. England/Wales? You got Brittania. Ireland/Wales? Brittania.

England, Scotland and Wales = britannia creatable.
Ireland and Wales can not create Britannia on its own.
OT: Easiest is Francia. Marry a queen child inherits another crown and boom, new empire.

Easiest? Definitely Persia. You only need to culture shift your dynasty to Persian/Kurdish if you start as Seljuks

Hispania seems incredibly difficult because you have to fight Muslims and Christians alternately. If you're not fighting a holy war you're in a succession crisis.
Scandinavia is interesting because Norway begins with elective succession. That makes it impossible to inherit, but it is also the dominant power so as them, it might not be too difficult.
Rus is full of pagans and family members. Being well liked is imperious to forming this empire. But you have stiff competition in your allies that could just as easily become your enemies.
Persia is easy because you can practically create it at the start. Just need to change culture. (I think)

I'd have to strongly disagree. In my first game, I held Ireland, Scotland, and Wales. But I could not form Britannia because I needed parts of England. And since I can't into the marriage game, I couldnt get Scotland fast enough.
I would say the empire of Francia. Marry your heir, as king of France, to one of the Burgundian duchesses, and inherit her territory. If you need any more, you can always overrun Brittany. You can easily get the kingdom of Aragon for the non-Frankish kingdom title.

}As king of France you need a kingdom title that is not de jure of the empire, to create the empire.
You also need a chunk of HRE if I am not wrong.
Personally, I think Russian Empire is the easiest to create, once you understand how to exploit family alliances to your advantage.

Without the ruler designer trick i guess Scandinavia or Russia are hands down the easiest.

Russia: Start as Rostov. Institute Seniority. Conquer Pagans. Conquer family members that didn't join a war most of the other family members did join. Noone will help them in that case. Done.

That's strange. Someone needs to fix the tooltip then. Currently it says all you need is two de jure Kingdom titles in the UK to make the Empire.
