Well the "new" nation thing was just poor word choice and was clarified by Bratyn shortly after he posted it. The PDXCON announcement may have said both sides of the Atlantic but the DD that was published a couple days later said near the US and UK.Not quite. Podcat also stated at PDXCON that there would be a tree "probably at each side" (of the Atlantic).
So we may be looking at a tree for, say, Mexico/Brazil and Netherlands/Sweden.
Or possibly one or two shared focus trees; Podcat also said "some new nations" would get trees, which is a weird choice of words if only two tags get trees.
The only thing that would change is that it might include either Belgium or Netherlands but not both at the same time.

Fair enough, though at this point it is all joking around anyway.
