We know the next focus trees will be for nations that don't have them. If I had to guess which ones it would be Belgium and the Netherlands. However, I want to see Spain and Finland be the next to get trees. After that Bulgaria, Belgium, the Netherlands, Norway, Denmark.
Basically get all the nations that were actually involved in the war, with Spain being the exception due to its unique position.
That is not how it works. They are redoing 2 majors per DLC and then adding new trees for 2-4 minors. The two areas are separate.rework SOVIET tree first.
The NFs for minors do not always follow a theme. Sometimes it is based on the data concerning how often a particular minor is played. The theme this time around also does not have a particularly strong geographic focus. I believe Podcat's original announcement indicated that the two minors would be "near" the UK and or US. The theory given above citing Belgium and Netherlands certainly fits those criteria.
If you want to implement focus trees based on how impactful countries were to WW2, then right after the majors, PDX should have added focuses and flavour to the only minor to hold its own in the war. The same minor that:
I am of course talking about none other than Finland. Yet Finland likely won't get a focus tree before 2020, if not later.
- Was the only European country to border Russia in 1939 that was unoccupied and independent in 1945.
- Caused Russia very likely close to a million KIA and "MIA"*, destroyed thousands of tanks, fighters and bombers while being totally outnumbered and outgunned, in men and equipment, especially in AT, armour and air capabilities.
*Even conservative estimates based on official Russian publications, which should be taken with a grain of salt, are at around half a million.
- Caused Stalin to make reforms to the Red Army prior to Barbarossa. Reforms that arguably were decisive in stopping the Wehrmacht.
- Similarly it likely caused Hitler to underestimate the USSR much more than he already did.
- Could have cut the Murmansk railroad line and likely taken Leningrad together with the Germans already in 1941, drastically influencing the Eastern Front.
- Eventually had to eject the Germans out of its Northern half while also demobilising almost its entire army at the same time.
PDX makes the kind of DLCs they make based on how popular certain countries and playstyles are. Unfortunately that means the game will get content like Manchukuo getting a fantasy Qing tree before Finland getting a historical WW2 tree, because apparently it's what the majority of HoI4 players want. Supply and demand, my friend. It is what it is. Thankfully there's the occasional decent focus tree mod that isn't totally absurd or overpowered.

The problem with Finland and HOI has always been one of game scale. Finland is hard to represent well at the scale of HOI, especially in a system with a very simplistic logistical model. A proper portrayal of the Winter War especially, though the Continuation War as well, should probably not be on higher than a battalion level, though even smaller units representing ski patrols harassing Russian supply lines etc. would also be a good fit.Just gonna throw this in here:
