We know the next focus trees will be for nations that don't have them. If I had to guess which ones it would be Belgium and the Netherlands. However, I want to see Spain and Finland be the next to get trees. After that Bulgaria, Belgium, the Netherlands, Norway, Denmark.

Basically get all the nations that were actually involved in the war, with Spain being the exception due to its unique position.

I wouldn't mind seeing Finland paired as a minor NF with the Soviet re-work, but it could be part of some other theme too, easily, like Scandinavia re-work. I wouldn't consider Finland of utmost importance though. Out of the minors, I'd choose Spain first, with maybe Turkey to follow considering it was fair bit popular, but since NF's are all part of themes, that would ultimately be the deciding factor. How they fit into the grand scheme of things. Countries that were actually part of the war should also receive priority, but I think in some cases popularity could overtake that, such as with Turkey. Hoping for Netherlands and Belgium right now, though.

Definitely, Spain and Turkey are on the top of my list, since both of them:
  • are in a geographical interesting position (at both ends of the Mediterranean);
  • have an interesting political situation (Ataturk's legacy and the impending civil war);
  • as a consequence, they have various geopolitical options;
  • have a recently lost empire to restore.
I also would appreciate Iran, Brazil, Argentina, Mexico (which is possibly in MtG), Finland, though I am not so deeply interested in other Nordic countries.

Finally, despite admittedly not making much sense from the historical and gaming point of view, I would like a Cuban NF tree, since my PhD thesis regarded Cuban history between 1933 and 1942.

Just gonna throw this in here:

If you want to implement focus trees based on how impactful countries were to WW2, then right after the majors, PDX should have added focuses and flavour to the only minor to hold its own in the war. The same minor that:

  • Was the only European country to border Russia in 1939 that was unoccupied and independent in 1945.

  • Caused Russia very likely close to a million KIA and "MIA"*, destroyed thousands of tanks, fighters and bombers while being totally outnumbered and outgunned, in men and equipment, especially in AT, armour and air capabilities.

    *Even conservative estimates based on official Russian publications, which should be taken with a grain of salt, are at around half a million.

  • Caused Stalin to make reforms to the Red Army prior to Barbarossa. Reforms that arguably were decisive in stopping the Wehrmacht.

  • Similarly it likely caused Hitler to underestimate the USSR much more than he already did.

  • Could have cut the Murmansk railroad line and likely taken Leningrad together with the Germans already in 1941, drastically influencing the Eastern Front.

  • Eventually had to eject the Germans out of its Northern half while also demobilising almost its entire army at the same time.
I am of course talking about none other than Finland. Yet Finland likely won't get a focus tree before 2020, if not later.

PDX makes the kind of DLCs they make based on how popular certain countries and playstyles are. Unfortunately that means the game will get content like Manchukuo getting a fantasy Qing tree before Finland getting a historical WW2 tree, because apparently it's what the majority of HoI4 players want. Supply and demand, my friend. It is what it is. Thankfully there's the occasional decent focus tree mod that isn't totally absurd or overpowered.

On the last point you quoted, I certainly hope the devs realize that certain nations are not as popular to play precisely because they don't have trees or have some other issues. The US is certainly that way for me, as is Finland. I don't play them because of how they've been developed or not developed so far. I never played China before it got a tree.

The problem with Finland and HOI has always been one of game scale. Finland is hard to represent well at the scale of HOI, especially in a system with a very simplistic logistical model. A proper portrayal of the Winter War especially, though the Continuation War as well, should probably not be on higher than a battalion level, though even smaller units representing ski patrols harassing Russian supply lines etc. would also be a good fit.

There is no way to get Finland to perform to historical levels on the scale in which HOI is played. To avoid them just getting flattened, one would have to buff them to silly degrees that are not really justified. Part of this is also another weakness in HOI. The game does not (and has not in previous versions) ever forced the player to keep realistic numbers of troops in less active theaters. Any Russian player is just going to dogpile Finland with triple the historical forces, which were already numerically overwhelming.

Spain is in a very interesting position. Not only is there the civil war, but their location is strategically important. It is almost a given that anyone who chooses to play Spain is not going to settle for Franco's neutrality.

It is also well known that the built in civil war mechanic leaves a lot to be desired. That is why Spain already does not use the default mechanic as they did when the game first released. There are special events which divvy up and deploy the forces now. Even so there are obvious problems balancing it since in the current version AI Republicans beat AI Nationalists 80-90% of the time.

If anything, this works against Spain getting an NF since the SCW would have to be balanced to be interesting regardless of which side the player took. That might not prove easy.

Spain and Turkey both of which stayed out of the war are favorites for arm chair general speculation. I am certain that will still be true when HOI 7 is released.

TLDR: You , sir, are in the distinct minority.

It is very probable that a Finnish NF tree would give buffs to defense, comparable to the Czechoslovak ones, such as defense bonus on core territory, Mannerheim line, switching sides, etc.

On the other hand, it is quite historical that Nationalist Spain, without important foreign help, would lose to the Republicans. In fact, the uprisings in Madrid and Barcelona were crushed and only the prompt availability of Italian and German air transports allowed Franco to lift his best troops, the Army of Africa, on the mainland.
