Not really, I could turn this into "which army has the best morale themed national spirit buffs" If I need to.
If this were not a WW2 question about history, you would have a point, but WW2 is inherently a part of HOI IV.
WW2 is inherently a part of HOI IV doesn't mean every WW2 question without context is part of HoI4. What features of HoI4 does your question pertain to?

Japan or Germany. Japan because of their fanatical defenses and their attitude of dying rather then surrendering. Germany because they literally fought all the way back to Berlin and didn't surrender until almost entirely occupied.

Soviet. Two years of retreats, encirclements, defeats. The Soviet army at the start of the war received more damage and losses than the German army, which retreated more smoothly and suffered significant losses equivalent to the Soviet only at the end of the war. But people and soldiers believed that they would win. The Battle of Stalingrad was not only a battle of weapons and skills, but also a battle of morality, and Soviet soldiers won in it.

Depends on the phase of the war and how you define moral,what theater, etc. I would say the Americans in the Pacific given what they had to face but still kept pushing.
The individual heroism of US soldiers was impressive in many cases (just like the Australians in their equally difficult fighting on New Guinea), but I'd say that them having the knowledge that they were almost certainly going to triumph in the end, and having an absolutely enormous industrial, economic and manpower advantage over Japan, as well as a bunch of allies and eventually significant numerical superiority on land, sea and air all added up to give them a huge boost to morale that didn't exist for other nations. Germany and Japan - in the later stages of the war - certainly couldn't take any comfort in the fact that they were eventually going to win, since they weren't and they knew it; but their soldiers kept fighting on fanatically and against all odds to the very end.
