If this were not a WW2 question about history, you would have a point, but WW2 is inherently a part of HOI IV.
Japan or Germany. Japan because of their fanatical defenses and their attitude of dying rather then surrendering. Germany because they literally fought all the way back to Berlin and didn't surrender until almost entirely occupied.
Depends on the phase of the war and how you define moral,what theater, etc. I would say the Americans in the Pacific given what they had to face but still kept pushing.
