Kingdoms is a no brainer. But what about noble republics or other republics? Also some other government types I'm maybe missing?
Which government forms can be voted to be emperor?

Republics and theocracies can't be elected. Though you might change to those after making the emperorship hereditary.
All types of republics (including noble republics) and theocracies can't.
All types of monarchies (including elective monarchies) can.
I don't know about empires and revolutionnary empires.
