I tried with Byzantium and I kept my ideas, even thou it said in the tooltip that I will get new ideas.

Which country did you form BYZ as?

You definitely get new ideas as Byzantium. What you experienced might be a bug of some sort.

Btw: You can't form Japan. You become Japan if you topple the Shonugate, but there's no decision to form it. And even then your NIs change from a Daimyo to the Japanese set.

You can form Japan if Japan doesn't exist and you're the only daimyo left. In this instance your ideas will not change.
