Which event ist that and how to deal with it?

I got in 1810 an event, which let me choose between 200 adm points and some rebels or to loose some points, so i took the 200 adm points, need them for coring and rebels where no problem at this point. So i clicked for rebels and get rebels in every cored province. It looked like this everywhere in asia, russia, africa, europe. I got like 1kk troops and a lot of vassals, but cant beat them fast enough, so in the end i lost to them 10 years before the game finish. So does the event work like this, that the rebels spawn in every cored province, but then everybody should have a problem at this point when he has more than 100 + provinces and how do you deal with it?

Looks like you got the event "The Reactionary Reforms of 1789" which spawns rebels in every non-overseas province with not accepted culture, which seem to be nearly all your provinces

I generally choose to pay the points, and not fights them.

Ah ok thx, now that i read it. The game teached me to choose fast and not to read properly, so i clicked to fast and got killed^^. Still to powerfull and to loose a campaign playing for 1 month to 1 event sux.
