Well, I don't have Dharma but I'm pretty sure I have government reforms.
So this creates massive confusion: What exactly is unlocked by each DLC?
My specific question was that I was hoping for playing as a pirate in the Barbary Coast, so I thought Mare Nostrum:

So you need both DLCs to be a pirate?
