Which Culture has the Most OP Levy?

Lacedaemonian gets 50% light/heavy infantry but no cavalry.

Epirote seems to have a perfect mix as they have 40% light/heavy infantry and 20% light cavalry. Which is even better than Rome.

Epirote or Macedonian in my opinion. Macedonian has 15% heavy cavalry, 35% heavy infantry and 50% light infantry. Epirote has more heavy infantry but it lacks the heavy cavalry Macedonian has so in the end it comes down to what is better? More heavy infantry or having heavy cavalry.
