Shogunate government is also one of the most uniquely powerful ones, basically letting you run your own HRE. Vassals only consider their relative power to you (not cumulative with other vassals) and don't cost a relation slot. Incredibly good when you happen to stack -province warscore cost and feed an unlimited number of vassals as much OE as you can acquire.

A lot of the "best ideas" lists depends a lot on whether you want pure SP blobbing (-CCR, -RR, +tolerance) or military ideas, but Oda manages to be top tier on both.

For satisfying and enjoyable expansion, I would combine blob bonuses with military ones...its quite annoying to deal with enemies who have better combat strength, unless you need to maximize efficiency for WC.

Oda seems pretty good but I havnt tried them yet. Smolensk is very strong but hard to get going with.

Any of the big ones like France, Ottos, Muscovy, Castile, Austria are very nice since you get bonuses plus a strong starting edge.

This question needs a to be defined better, is it single player WC? Or is it multiplayer fighting?

I really have most experience of the later, the things you value there are combat bonuses, +goods produced, and reduced development cost. Some things are practically irrelevant like diplorep, diplomats, diplomatic relations, and even reduced coring cost and reduced unrest are quite weak in big multiplayer games.

For blobbing it's generally 25% CCR sets > 20% CCR > 15%, etc with a few exceptions.
I would still rate Manchu and rum above Italy despite the ccr hit.

I think Italy might be worse than generic horde even..
I'd rate Poland very high. Butua is probably the strongest millitary nation outside Europe.

-shock damage taken is very strong, especially if you can be Shia as well.
?? Oda, Nepal exist.

I suppose butua has a better position than either of those two though.

Nepal has some manpower and +1 siege pip, while butua has -shock damage taken. It's an incredibly powerful bonus, no matter how you look at it, as it doesn't suffer from diminishing returns. (Most countries that fight get to 100% army tradition and can get good generals anyhow, and someone will contribute 6/6 generals in large lategame battles. )

Oda lacks 5% discipline and +damage bonuses are weaker than -damage ones, since their returns diminish. But they will get amazing generals, that's for sure.

I've heard that pips over 6 don't roll over to other stats anymore, so it might be weaker than before. Uncertain on this tho.

Shimazu is in the area as well I'd say, but as stated;
-damage taken > +damage done.

Other things to consider are special units&governments. They really boost some countries: janissaries, streltzy and banners alike.

It probably depends on your goals. If you want to play a tall game with a hyper powered Military, Brandenburg is probably the best with it's great Mil ideas and bonus to development. If you become Prussia you have the protestant faith so you're stacking it again if you like. Take Economic ideas and the edict for developing and you can enjoy high militarization for a long time and punch so far above your weight it's not even funny.

If you're looking to play a diplomatic game then Austria is second to none.

France is great in any much any type of game. Colonize, fight the world, take the HRE, doesn't matter you can do it.

If you're looking for expansion or pure conquest it's Yuan, The Mughals or The Ottomans in that order.

All amazing idea sets, but it always depends what you want to do. Then there are permanent modifiers that are kinda similar to ideas- but usually free- to take into account as well, like Sweden gets insane permanent buffs from events and such.

The strongest idea sets have either reduced coring costs or are strong on (land) military ideas, with some unrest reduction or tolerances for support. Prussia, Mughals, Ottomans, Rum, Yuan, Italy, Russia, France, and Poland are some of the top tier ones. Also these countries are all formable except the Ottomans. So if you start out with a weak idea set you can ditch them for one of these powerhouses.

you mention optimizing for DR which I agree is more powerful than equal value +damage.

But the sources of -shock are few especially in multiplayer scenario. Not to mention that by the time you assemble zaidi defensive planner janissary butua shock is already the less relevant damage source

Pips do roll over I believe but I haven't directly test this..
