i know Ottoman Empire gets 4 cultures (in Mad King james campaign it gets even more).
ok, here is a condition, they must have three or more. (or do you want "more" only? )
so the list is:
-Ottoman Empire 4
-Austria 4 (5 with the Dutch Rebellion)
-Navarra 4 (3, +1 if you transform into France and have the Dutch Revolt)
-The Knights 4 (starts with 2, +2 from events)
-Venice 3
-Bohemia 3
-Timurids 3
-Byzantium 3
-England 3 (starts with 2, +1 from an event)
-China 3 (starts with 2, +1 from an event)
-Sweden 3 (starts with 2, +1 from an event)
-Novgorod 3 (starts with 2, +1 if you transform into Russia, only Russia get the "The Russian Orthodox Church declared independent of Constantinople")
-Brittany 3 (2, +1 if you transform into France and have the Dutch Revolt)
anymore?

-Romanian is 12
All this doesn't take population modifiers into account. Thus, Scandinavia manpower, as Ireland, is smaller in game a bit, unless someone brings those cities population up by colonizing.
