I think that depends on the situation a country is in. Byzantium's extra missionary strength is pretty useful since assuming it survives it'll probably push into a lot of wrong religion land. Brittany's missionary strength on the other hand is much less useful. That being said, Muscovy, Ottomans, France, Brandenburg, and Japan probably have my favorite idea sets. Although there always seems to be a country that has its own ideas that I didn't know about. Like Taungu for example.

For me, either Austria or Brandenburg with Shoguns having one of the best outside of Europe.

Tuscany starts with two universities. They both function. As long as you never lose either province.

I took innovative and accepted the 'liberty fraternity equality' event. I think I had a 160 cost for admin tech.

A religion idea track Timurids pretty much only has to fear rebels...from it's own religion. All the other tolerances boost it up so high that during my westernization over a 10 year period I had maybe 6 SMALL rebellions?

It's a bit out of date but yeah...
It's not just a bit out of date, it's badly out of date.

And for a more obscure (and difficult to get) set of NIs, Punjab has some pretty boss NIs. The problem is that they're essentially unplayable in Ironman since they don't naturally exist until some of the much later start dates and you can't change to a vassal, so even if you release them as a vassal, you can't play as them.

Hansa, England, France, are all good contenders for good idea sets aswell

Ottomans are probably the single -most- OP idea set in the game in MP. Due to Ghazi.

Yeah the "Tolerate Idol Worshipers" idea is pretty cool.

probably not the best, but I find Malaya's idea and traditions interesting and useful;

-10% ship cost, + 10% trade steering
+1 merchant
+2 tolerance of heathens
+10% production eff
-5% idea cost
-20% naval maintenance
+ 1% yearly prestige
+1 colonist
+20% moral of navies

so used with exploration you can actually get 3 colonist, probably have the biggest colonial empire of any nation provided you westernize around 1500. Really symbiotic group if you ask me. You'll be locked in on 100% prestige rocking probably the biggest trade and naval empire without much effort most of the game.

Nepal, Sweden and BB, Russia, are the best militarily.

Nepal's stopped being good after it was beaten with the nerfstick in 1.3
Swedens NIs were never good, its more their country modifiers from events that make them overpowered.

The top two military NIs are Russia and Brandenburg. Brandenburg for quality and Russia for quantity.
Japan and Daimyos are very powerful as well.
Nobody else is worth talking about.

The top two military NIs are Russia and Brandenburg. Brandenburg for quality and Russia for quantity.
Japan and Daimyos are very powerful as well.
Nobody else is worth talking about.
Nepal's still good-ish, just not great anymore. Though after the nerfs, the +1 leader siege is one of the most useful things they have left. Combine it with defensive ideas and burning through fully pious Muslim provinces becomes FAR less annoying.

I wouldnt even call them good. Given, the modifiers are good but they are so small they have little impact. 5% Discipline? +0.25 Army Tradition? 10% Infantry power? 25% Land Force limit? 15% Manpower? Great modifiers... if they werent so damn puny.
