Portugal and Castile get shrekt by Morocco and Granada a tad too often, probably because Aragon is a little OP at the moment in relation to her neighbours.

France doesn't really need a buff right now but if she could stop placing three quarters of her bloated armies in the tropical carribean every other post-1600 game that would be great.

Same goes for England actually, because even a stunted Scotland is a threat when all her majesty's toops are stationed in Nova Scotia.

Usually the PLC doesn't need to care about Hungary because Otto and Muscovy actually historically defeated the PLC by 1490 something like that. Their only initial threat should be Muscovy that should be influenced to attack the PLC in more specific times. Ottomans are the problem and the Russian alliance with the Ottomans, imo there should be an event to trigger historical rivals between Otto and Russia. Austria never consolidate power to split the PLC, neither Prussia, but Russia get the orthodox land, Bohemia get a giant chunk and the Ottomans the rest. Bohemia should be more likely to be pu'ed by Austria, Austria should be more competent against Otto-France alliance (it is ok to exist, it happened but it break when in the game Austria is weak so France rival the Ottomans). About TO I think is fine, the AI PLC just need to manage their troops better and instead of taking Konigsberg, make a vassal and influence the TO go protestant and rebel against Poland. Things like that

well, if I am to avoid stating the most obvious tags I would say saxony neeeds a buff. They are rather toothless right now. Historically they were pretty powerfull and influential for their region. I like the beyond typus take on it.

I feel like Mamluks are actually slightly too powerful nowadays. They constantly are rivals with european powers like Poland or Spain, nearly form Arabia and Ottomans are scared to get into their land, by 1550 still struggling to get Levant. It's nice to have a counterweight to Ottomans but their influence stretching from Maghreb to Persia just feels too big.

Mamluks are fine, they were truly better than the Ottomans before 1500, their corrupted system and the war with Portugal ruined them, so Ottomans had an easy time with them and just fully annexed

I've never seen France losing without player interference
And the Ottomans didn't owned Moscow or Vienna, but they did that back in old versions of eu4

Here is what happens:
Surrender of maine happens
while war is going on burgundy declares war to provence and france joins
noticing this england lands his troops on france . after some time france loses all of his man power and loses both wars (england doesnt demand a union but demands his core holded by france and some more land)

burgundy takes 1 land from france and annexes larroine.

now france weakened . both burgundy and england also at equal ground with france at the same time both hate france :)

only way to save france from this is burgundian inheritance XD

Naples and Denmark need better ideas.
Brandenburg needs more development or events increasing development.
England need something. Whether it's to make them stronger militarily, or stronger late game so they can do what they did in real life and take over India (amongst other places).
Portugal need a military buff.

I think that has more to do with the fact that by the time Europeans discover the Indian Subcontinent all the small fish has been swallowed by the bigger ones.
Unless something is done like HR Emperor that somehow protects some or most of the small fish in the HRE or the tributaries system in EoC that allows most Asia to have some small to medium tags bordering China AND how institutions spreads like wildfire to the neighbours once you get the first province in India, PLUS the fact that you have transport ships being extremely weak and occupying naval force limit that should be better spent building caravels or carracks makes it almost impossible for any European country with the exception of the Ottomans to conquer significant parts of India (because they can build a land connection to there) instead of having to build ships and so on.

Why? Why can't Saxony do that? Or Pomerania? Or the Teutonic Order itself? Brandenburg had nothing worth of note. It happened to grow up into a beast, but it wasn't a reasonable bet like France (rich, populous, centralizing in this very period), *Spain or *Great Britain (whoever get to dominance beyond their natural border is going to be relatively safe to pursue their own goals), *Russia (free to go as far as they wish), or the Ottomans (rich, populous, decently militarized, with a solid administration). While someone was going to rise up in Northern Germany as soon as Imperial power faded, all bets would be off on who would actually do so.

I don't care really. Wether it is Saxony, Pomerania, Brandenburg or Ditmarschen. But with their ideas, Brandenburg is definetely the most exciting. Right now Scandinavia and Germany are the most boring regions in the game unless you're playing there yourself.
