My top rankings are "Information Quarantine" for the +5 stability and "Nutritional Plenitude" for the extra pop growth and happiness. The worst is imo "Thought Enforcement", with a cost of 300 influence it is already the single most expensive edict in the game and its effects are net negative in my book, +1 encryption and +25% governing ethics attraction are not worth a global -10% happiness modifier.

Later I like to take the espionage edict for the extra envoy and base intel, but that is more of a quality of life thing.

Capacity subsidies - why? Because
1) its free Energy credits. and
2) its description is hilarious in game context "This Edict allows short-term overloading of energy grids, letting power plants across our empire run at increased capacity" but because its more or less always on, means it goes to show the old and true saying of "nothing is more permanent than a temporary Government program". Or in this case, "There is nothing more Permanent than a temporary government edict"

output buffs all the way, mining subsidy in particular since it now also buffs stratigics jobs. Tech subsidies is also great.

special mention to synaptic reinforcement/industrial maintenance, while not good, keep gestalts QoL from being utterly abysmal in the amenities department

The rest are about equal in my mind, they do something useful but its a huge outlay in influence to activate more then 2 or 3 in the course of a game, and without spending AP or your goverment type that's your normal cap anyway.

The weakest is probably evacuation protocols from doomsday, while technically not truly permanent, it still mostly acts like one. While useful its only valid at a time when your most starved of influence to activate it, and with how corvee system works atm only the colony speed bonus is valuable.

Capacity Subsidies is by far my favorite. Technicians are an amazingly efficient and versatile job to begin with, and getting a near-50% boost on top is just great. Unlike the other subsidies, they also require their own resource as upkeep, which is much better synergy than having to run extra technicians to fund your now-stronger farmers, for example. The other economy-based edicts are also situationally useful, though.

Most non-economy based edicts feel very weak to me.

Capacity subsidies is my favorite. Run it almost every non-trade-based game. Often run agricultural subsidies for bio-ascended playthroughs. Nutritional plenitude is good if I have surplus admin cap and food, and the pacificist/auth edicts (Peace Festivals and Information Quarantine) are both regular picks too.

Bureau of Espionage is my favorite followed by Enhanced Surveillance and Diplomatic Grants, Information Quarantine and Mining Subsidies. My first AP is most of the time Executive Vigor, so in the end i get 6-8 edicts running depending on my empire. The first ones running on the other hand are Map the stars and Info Quarantine. Map the stars is deactivated as soon the early game expansion phase has ended.

The worst edict in my opinion is Extended shifts (if egaliatarian) or Industrial/Forge subsidies (blocking a valuable edict slot for 10% output is actually very underwhelming compared the the basic resource ones)

1) Nutritional pletinude - them pops man them pops!
2) Bureau of espionage - i really like the feeling of being able to infiltrate a lot of the galaxy, even if espionage isn't at its full potential right now
3) Research Subsidies - them science man them science!

My least favorite is Thought Enforcement.

Psionics should get a nice big edict as an extra little buff.

Instead we get an edict, in addition to not being very good, even carries some downsides.

All three base resource edicts are great in the early and mid game, but later I prefer nutritional plentitude and the Research edict. I typically wait for the Dyson Sphere to come online before dumping Capacity subsidies, because there's no way to spend that much energy. Same for Dark Matter Compressor: if I did choose to run mining subsidies, that's the point to switch to something more useful.

Capacity Subsidies is great, basically you spend influence for a permanent buff to energy production.

Research Subsidies is also great, because it's research.

I really don't like Map the Stars, because my earlygame strategies always involve getting my planets productive ASAP, which means opening Expansion for the extra pop. I'd rather use the 200 influence to claim one or two additional good systems.
Same for Dark Matter Compressor: if I did choose to run mining subsidies, that's the point to switch to something more useful.

And by the time the Matter Compressor comes online Omnifarous Acquisition is also a thing.

Capacity Subsidies - comes early, and energy is easy to exchange to whatever i need
Information Quarantine - 5 stability is nice on its own, and promoting empire ethos is just a bonus, can get some infuence back.

Map the Starts - tought pick, i generally feel that 200i can make difference of getting another choke point/planet before AI, and when i have spare infuelnce, there is not much systems left.

That would be awesome, but I just tried it and it doesn't seem to work. Also setting Planet designation to Mining World doesn't change the strategic resource output, although the tool tip says it does.

The weird thing is that although there is no indication that the workers i checked put out more resources, my overall output of exotic gas increased from 273 to 288, so somewhere some workers did put out more than usual o_O

It only affects the production of jobs provided by buildings constructed on natural deposits, not the ones that create them synthetically.

As someone who likes to sit on Void Dwellers, Tech and Forge subsidies are almost always on for me.
