In my latest game I've been playing Germany, and it's now April 1943. The SU was slain long ago, ending with the Bitter Peace event. Likewise, Japan and I have finished off Great Britain, who holds on to random provinces around the world but who appears to have 0 IC at this point. In preparation for some future invasion of North America, a few months back (game time), I decided to try a new tactic (for me) - switching to the Base Strike doctrine.
As many of you have already learned, it's not an easy pathway with Germany's tech teams. Between the starting Base Strike doctrine and 1943's Massive Strike doctrine lie a total of 9 technologies. With 5 'pieces' per technology, that's 9*5=45 'pieces' total. Neither Raeder nor Donitz have the carrier tactics competency or the large task force tactics competency, and these comprise a whopping 14 out of the 45 'pieces'.
In HOI III, countries can gain greater competency by doing earlier research in a field and building the appropriate types of units. Obviously, we don't have that yet in HOI II. Does anyone out there feel like it would be fair to eventually grant oneself new tech capability as Germany after you've fielded say 4-5 carriers and have already researched some of the early Base Strike techs? If so, would you add a competency to one of the existing tech teams (Raeder would probably make the most sense), or would you add a new tech team with modest skills (mimicking the competency set of one of the American admirals but with an overall lower score of 4 or 5)?
Also, could anyone point me to a thread that would show me how to add a competency to an existing tech team and/or add an entirely new tech team?
