It's not in any of my game folders and I can't find any links on the Paradox store. I can see the art book + wallpapers in my STEAM list but can't find it anywhere.
Where's me wallpaper?

The files should be in the game directory under /game/dlc/dlc003_art
If you cannot see them, the team are looking into a potential issue with the files being present.

Log in at www.paradoxplaza.com with your PDX account -> click your name at the top of the page -> choose "My games" -> Select "Downloads" at top left and you should find them.
