Where's all the rubber?

I'm playing the WWI scenario with the new VIP installed -
I didn't mind not being able to build factories til the inventions
fired (late in 1915) since all my money was going into uniforms
and guns, but I got the (German) Treaty of Versailles, and now...

my economy is a shambles - I have £172k in debt and am
losing money left and right despite bestriding the world like a
belligerent, Liebensraum-having colossus, because I can't
produce electrical gear, aeroplanes, automobiles, etc. -
somehow (original stockpile?) I missed that the only producer
of rubber is -one- province in rural Brazil...

I'd just invade, but it's not giving Brazil much rubber either...

Is there an event to fix this that just hasn't fired?
How do I make it go early?

theres a lot of rubber producing provinces in central africa (Nigeria/Cameroon) and Indonesia IIRC
