This was a problem that was fixed with one of the earlier patches (1.02 or 1.03??). Luxembourg (amongst others) would perpetually build up to 70,000-man armies, they would sit in place, die by attrition, and build right back up. My question was always more of where they got the manpower from one province. Playing the earlier patches as France I couldn't match Luxembourg's manpower, much less their economic might.

Also remember that the AI has access to the secret slush fund in the game.

Diplomatic gifts.

Unlike human players, AI countries are always giving each other gifts. So, if someone gave a minor a state gift, then that minor suddenly has lots of cash.

Well everyone knows that luxembourg has always held all the nations of Europe in thrall by its mighty armies and industrial powerhouse.

If you aren't playing at LEAST patch 1.04, and you should have 1.05 if your distributor has released it, your game is in many ways so different from the majority of ours as to be difficult to discuss. The large armies/small minors is long ago fixed.
