Military ideas are great, but I like to take ideas that are strictly necessary to further my goals, and with my experience I can handle most of the things without a prussian-like army.

Now the question is what do i do with military points then? military leaders? I got plenty of them. War taxes? it's cheap.
Social policies? Those would be great, but since i don't take military ideas, I rarely get to use them.

The original harsh treatment was a good way to use military points, now it's no longer a permanent solution.

Buildings maybe? I have similar problem, to tell the truth. HT nerf makes You swim in mil points, but even then it's ussually not worth it.

Buildings? I mean you don't have that much other uses if you don't want ideas. Some policies are nice but as they take constant points I rarely bother until endgame. Also when at war I guess war taxes?

Well in my current game i have level 5+ forts in all my provinces and level 9 forts in about half of them (most border provinces), and all the manpower buildings. Oh and I sometimes reroll a general 5-10 times until I get one I'm happy with. I also happened to have Innovative + Quality ideas so I took the +20% Infantry combat ability policy, but I know you don't like mil-ideas so nvm.. :)

You are probably still taking at least one MIL group? Choose one that gives you decent policies with the other groups you like and use those.

Harsh treatment still has its place, especially if expanding overseas where LA increases don't (currently) work. It costs 5 points per unrest so you want to use it as late as possible and with no missionaries active. Even park your troops in the faction in question if you like. So what if you need to do it a couple of times before unrest goes to zero – military points are cheap.

Taking mil ideas makes the tech cheaper. As western you'd fill up on all but diplo and admin can be used to core or annex lend and diplo can also be used to convert cultures. Mil just don't have a non-building sink.

Aristocratic ideas are pretty good as you get extra coring boost, vassal income boost and extra diplomat.

Likewise Quantity can be useful for reasons other than boosting your combat effectiveness, with a hefty reduction in the cost of your armies and the building power cost reduction.

As a powerful western tag you don't need military ideas in SP, so you're bound to end up with surplus mil points. If you don't want to suck it up and take at least one idea group (I'm fond of forced march, but a case could be made for aristocracy or quantity depending on how far into the game you are), buildings help (top-tier barracks adds a total of 4 to your FL, and that stacks quickly once you start pushing them out) as do rerolling generals (at 100 AT you can virtually guarantee god-tier generals if you devote a few hundred points to rerolls, which is easily affordable) and keeping surplus leaders (without military groups you'll likely be spending a lot of the game with a limited leader pool. Since mil points aren't very useful, however, it doesn't matter if you go over the cap).

You can use mercs who don't use manpower and also make use of your waterfall of money.
