If you get 1.5 effective ic per base ic, than that is 2.1645 effective ic or 779.22 icd per year. Construction of a factory costs 5 ic and 360 days prior to modifiers, but say -24% from sliders apply, so it is just 1368 icd. That equals a return on investment of 56.96% p.a.. It will of course not always be that good, but it explains well enough why one might find oneself in a situation where economic output is limited by resources and rare_materials are the rarest of them.
Still there is the possibility to synthesize rares, the efficiency of that depends greatly on the tech level. Synthesizing rares consumes lots of oil and synthesizing oil consumes lots of energy. By 1941 one can be in situation where one would need to convert more energy via oil to rares than energy is available.

So if rare_materials are expected to be rare, this is where you should build the limited amount of factories that the world market for rares can fuel.
