Yes, but why bother putting trade collection hubs in starbases to collect trade in adjoining systems when you could just put another hanger there and protect another gigantic chunk of trade in the late game. Pick up 8 trade, or protect 36 existing trade?
Because adding one trade module can cause you to collect from multiple extra systems as opposed to only one if you build a hangar base there, and the trade module can itself be producing extra trade?
There are also cases where putting a hangar in place would be a waste of time, because the system is at a dead end, and extending the trade collection radius of the nearby station will collect the trade *without creating any piracy at all*, since it's collected at the trade module site and putting a hangar there still means the trade has to be transported, risking piracy. (As an example, I had a multi-planet system that I could either put a hangar in and still not quite cover the trade flow/piracy, or I could extend the trade collection radius of my next nearest developed starbase and collect it without generating any piracy risk at all. The extra trade module also (by coincidence) picked up another three systems that had a couple of points of trade value.
