Where is the button to 'create a ticket' at the help center?

When I searched for my help question, both in the upper search bar, and in the help button at the lower right of the screen, my problem was not addressed by any of the offered posts. They say that I can create a *ticket* to ask for help, yet I see no way to create a ticket. Where is the ticket?
