Either disband some of your standing divisions, raise your defense spending, or convert more POPs to soldiers. Any combination of these three will fix the problem.

Conquer Asia and will have no trouble with Manpower

Conquer SouthEast Asia, Burma, Siam, the states of today's Vietnam and Korea. You will have vitually unlimited Manpower without sacrifying valuable factory production.

I am playing Hungary from 1836 and conquered these countries. My population in 1900 is around 180M, 36% Korean, 25% Hungarian. I have around 120 divisions, mostly Engineers, HQ and 3 times 10 Artillery. (I group my division by 10, either 8 Engineers + 2 HQ or 10 Artillery) I have a State Income of 12K with very low taxes and Expense of 3K. I really don't know what to do with the excess money.

I have 0 Military Pops in Hungary and in Europe, all my Cannon fooders are Korean and Vietnamese.

I cannot build factories there anyway. (0% migration everywhere)

Most of my raw materials are comming from SE Asia too.

Everybody knows that if you give all your money to defence and turn every single pop to soldier you have big army ,but if you are the best industrial country you don't have any unsinged pops in any state and city and you have put defence budjet to 100 and you don't have small arms , canned food and ammonitio so you can't ingres your mobilation then some idiot thinks that is time to declear war upon you . You have only 3 divisions and big country . Your manpower is -222 . You will lose . I say that its better to do so that if you put defence budjet 100 you can get 15 manpower every month becose month is really long time and if you get then 0.20 in one month you will lose all wars .

You have to have more POPs turned to soldiers; what the defense budget affects is the rate in which the soldiers are produced from POPs, along with leadership from officer POPs.

Either get more people by conquering smaller countries, by colonizing large POP locations (West Africa, Okinawa) or by converting your national POPs to soldiers.

Texas is very hard to represent in terms of a nation, basicly most of its Armies were citizens who rose up against mexican rule especially after the attrocious behavior of Santa Anna. It really should have been an event giving texas all the lands and recognition by mexico and 7 years later event to chooze to join the union.

How annoying all scenarios have -manpower most of nations?
It's because manpower calculations have been changed in the patches that have been released; tweaking the POPs so that there were enough soldier POPs to sustain a reasonable manpower level for all countries in all scenarios was more work than Paradox had resources to do. Sad, perhaps; inconvenient, quite; but true.
