I cant find anything about migration in any of the files. Just the "colonial_migration" in the save files which seems to just have two answers (1/.5) and doesnt seem to affect anything plausibly.

How exactly do POPs decided to move around? I would like to change it all around... but cant find anything in the directory controlling the rules of migration.

as far as I can tell, its all handled internally. there really isnt any way to controll it though events or anything (yet).

One thing that I have done in Vicky to improve the likelihood of immigration is this: I backed up my "province" file, and then edited the life sustainability column for the provinces that I wanted to see grow. When I ran the game I was at war w/ Mexico (yeah, I'm a masocist, playing Texas) and so I didn't have anybody wanting to come and visit my fair land. However, rather than having a 0.12% nature pop growth, I had a 0.22% pop growth in the province that I had selected... From what I can tell, most provinces have their desirability set at 35, where as a few are as little as 20 and New York is at 50.
There are certainly other factors that appear to make a difference. Playing as Texas I am hampered by a Lasse Faire economy, so I cannot do anything to make healthcare better. I've only played up to the mid 1860s in Texas, and in 1.02 only through the early 1840s. When you're constantly at war, it doesn't pay to put the game on super fast and watch the mexicans kick... I mean the clock spin by.
I think for me to be able to get around the Lasse Faire parties that control Texas I'm going to have to edit another political party into the equation and then rig the vote (more editing the save file) to get that party into power.

.......of course if I'm going to edit the province file, I'm not going to refrain from editing the gc file for Texas, so that I don't start w/ an enimic 186k... rather I start w/ an enimic 650k... which is still about a 10th of Mexico's population.

a couple of thoughts here.

one, the US also has (AFAIK) a lasse fair economy throughout the entire game. What I think that most everyone is missing here is that this is one of the REASONS for immigration to the US, not a hinderance to it. the US is not saddled with a landed aristocracy as europe is, and therefore doesnt require all thoes silly social reforms (at least till the great depression. IMHO one of the reasons for the gap in time btween VIC and HoI, incidentally...)
The 'hardcoding' of immigration just being higher to the US, while i think its a bit of a cop out, is not really a BAD route to go. after all, the US epitomizes everything that european (and slightly later, Asian) emmigrants desire. Not the last factor is that the US government actually encuraged immigration. Cheep land that is available to anyone with means to get it. true religious freedom unlike anywhere else in the world. and simply an accumulation of WEALTH, which anyone can get at... or put more simply, the American Dream.
yea, all that is a cleche'. In terms of social programs, we know better know. however, we are 21st century people. you have to attempt to think like someone of the period to get in the right mindframe...

as for Texas. first, your in a war with mexaco. even when your not in a hot war, yout seriously threatened by mexaco. second, unless you hold corpus christi, theres no coastal provences. even if you do hold corpus, thats an extremely small shore, and quite a bit of extra distance to travel. third, Texas is a western area. the west doesnt get immigants until at least the 1870's. this is true historically, and from what i've seen thats what heppens in the game as well.

anyway, hope I didnt ramble too much...

Welllll... I get Corpus Christi now... Get it in every game... after I figured out how to keep the game from CTD because both Tex and Mex were claiming the territory. I know that its not playing fair to give me San Antonio and Corpus, but you just don't get enough immigrants into Houston, and by having both Corpus and Houston it does make a difference.
