Where is Ion Antonescu?

I have never seen the historical Romanian dictator be the head of governement who ruled 1940-44. He even gets kicked out from Chief of Staff list when the change of governement event kicks on.

What gives?

he's there, kind of. he seems to be going by two names in the Romanian minister files--Ion Antonescu (Foreign Minister, Chief of Staff) and Victor Antonescu (Foreign Minister, Head of Government). they're one and the same person--Ion Victor Antonescu. should be fixed, no doubt--names and pictures both. the extra Antonescu foreign minister should also be removed.
