Where have all my colonists gone?

I'm playing as Ming, and I was getting 2 colonists per year. Then something happened that I missed, because now I'm only getting .10 colonists per year. I was looking at the domestic policies to see which if any influenced the number of colonists, but didn't seem to see any that did. I'm leaning heavily towards Plutocracy, Free Trade, and Land. Enuch Faction is currently in power, but the Beaurocrats had been for some time prior to the Enuch's taking over, so maybe that's it?

So what did I miss? Is it my current ruler? The fact that I don't have Quest for the New World? Some historical restriction at play?

I'm looking to expand westward into Siberia.

Did Manchu absorb the Mongol Khanate and Oirat Horde provinces you had been bordering? You get a colonist bonus for bordering horde provinces. Without the horde bonus, Ming would only get the 0.10 colonists from its coastal COT (Nanjing). I confess I haven't played much with Ming so I don't know if the factions would have any effect.

If you hover over the little colonist picture next to the number, it will detail where they come from.

It must have been from no longer bordering hordes.

ah yes....that would be it....the two hordes that were on my western border were sucked up by Persia. I didn't realize until it was too late that I could have been taking over horde provinces with colonists after taking them militarily.
