Well i played a couple of games of Fantasia especially in order to see how the CoTs are created. The vague conclusions I came to are:

1. there probably is some kind of threshold ratio total trade value:number of CoTs. If you edit existing CoTs out, new ones will pop up quickly. Possibly the ratio is number of colonized provinces/number of CoTs.

2. the size of a colony doesn't seem to matter - I got a CoT in Trinidad (Level 2 colony) even though neighbouring island colonies of mine were already cities.

3. The trade level does matter. I'm not completely sure but I think your trade tech has to be 5 or better before CoTs will pop up. I do know I had tons of colonies and lower trade tech, and no new CoTs appeared. the moment my trade tech moved up - bingo

finally, I'd love to see a mod/scenario where the game starts without a single CoT, and they start popping up in response to appropriate economic development. I played moctezuma's mod of EU 1 but it seems the minimum number of CoTs is 8 - you couldn't set it any lower.

Fantasia scenario is not reliable for testing purposes. It has all kinds of special code for it.

There is a lot of speculation on creation of CoT's, but not many facts. I've recently been doing some research on it. I'll pass on some factual information and the conjectural information I know.

1) There are a minimum of 22 CoT's. To someone's post, if you edited a scenario file to only have one CoT, then 21 more should be created in short order. Hmmm, sounds fun.
2) There is a maximum of 30 CoT's.
3) Interesting. Run the 1617 scenario and Ceram (Indies) will pop up after one year. Run 1700 and Curacao, Ganges, and Table will pop up in the first few years. Run 1773 and Sitka, Table, or Curacao may pop up in the first two years (then the 30 CoT limit is hit). Run 1795 and Sitka, Table, Curacao, or Bourbon will pop up in the first two years (then the 30 CoT limit is hit). Warning this testing was all done on 1.05 beta, and the CoT's defined in the scenarios have changed since this testing.

4) The EU world is divided into continents. There are five - Africa, America, Asia, Europe, and Oceania. There is thought that each continent has a CoT quota. America will have no more than five CoT's, Africa four, Oceania one. Asia and Europe?
5) The trade tech level of an owning country is a factor.
6) CoT's with more than 800D of trade flowing through them are somewhat likely to spawn a new CoT.
7) Isolated areas seem to be prone to getting a CoT. Witness Sitka.

Anyway, there seems to be two circumstances where a CoT is created. One is where there is a very large amount of trade (and CoT's like Ganges, Curacao, Ceram are created). And where there is not much trade in a relativly isolated place (Sitka, Table, Bourbon).
