When you press F11 to take a screenshot, where does it end up? I've searched every inch of the game files and the rest of my steam folders as well as other likely locations but I can't find them at all. I know steam has its own screenshot function but that doesn't show anything either.

If you take them with the in-game keys they end up in the /screenshots/ folder under Documents, see th sticky FILE LOCATIONS thread above.

If you do it with Steam they end up wherever Steam puts them.

If you use the PrtScr button you have to paste that into Windows Paint or similar.

You can easilly find the screenshots taken using Steam's screenshot feature by chosing Crusader Kings II in Steam Library page and scrolling to the bottom, press the view screenshot library button and when the window opens press the show on disk button. It will then open that folder for you and you can see the path to it.
