Check for the province overview in the in game ledger. should show what is produced and development etc but not sure if it shows buildings in the provinces
<your EU4 installation>\history\provinces\, go wild. Note, there isn’t a singular file that lists every province, there is a file for each province.

That will work; interesting to see that the base tax is the same no matter what year you start the game in!

They never really bothered rebalancing provinces around different start dates, they are sadly mostly an afterthought at this point and barely playable.
I’d assume / imagine it’s related to warscore cost somehow but don’t quote me on that.

Small comment, i would recommend you to not edit original files but do it within a mod, unless you don't care about achievements or multiplayer.
