Even after it hit the shelves in EB there was only one or at the most two copies of the game visible on the shelves and you had to look in the corner to see it. It also was turned so you could only see the side of the box and not the front. So it got about 1 inch of visibility while the big selling games got 2 or 3 feet of shelf space.
Well, I'll first apologize for your local EB prick. Now, I'll go on to say that a game like Victoria or HOI is (unfortunately) not on the priority list for the PC Game buyer at the Corporate headquarters. This'll be the same for Gamestop/Babbage's or whatever they're calling themselves now. If anyone is going to buy Crusader Kings or EU III when they come out, go into wherever you can, and preorder or the game. How many preorders a store has determines the amount of copies that store will get, if any. The only reason why more store received any Victoria's was because I work there and I try to get as many copies of HOI out the door as I can. So, if you preorder a copy of the game, and many other people do it, that forces the buyer to buy more copies from, in this case, Strategy First, and if a store has one or two preorders, they'll end up with those, and depending on the store, probably one or two more. So, while the actual date that the game will be in the store can't be guaranteed, you (should) get a call when the game does come in and it's held for you.
Happy gaming,
Claude
