Where did Spanish tank company go?

In 1.4.2 there was a spanish tank company that if i remember would make it easier for them to research tanks.
Now in 1.5 its gone,this is sad becose spain dosen't even have great war tanks researched.
I think spain was arleady nerfed to hell this patch so i don't think this was intentional.

Most of the minors no longer have tank designers, why should Spain be an exception?

Seems to be solved in 1.5.1 beta patch according to notes:

"- Reenabled generic tank manufacturer idea for countries without"

I think it's a way to encourage license production?

But that doesn't really work when you can't even request light tank I due to "technology differences"
