Im playing as the UK, everything was going rosey fine untill 1890. I was a pacifist but Industrial powerhouse. Then all of a sudden non stop revolts in India. I hadn't been in a proper war for 20 years and there was no war exaustion. I checked and everysingle revolt was down to communists. They now make up 3% of my population, and now there every where. There are even british communists in australia. Where the hell did they all come from. I lowered taxes and enabled every reform in the book, but it doesn't help when they start off with 7 militancy and 11 consciousness. Please tell me there is a way to convert them or something because I don't want to spend the rest of the game putting out revolts in India.

I suspect the Marxist fairy came an paid a visit to merry ol' England this year~! :p

While you have had explanations for pops getting militant, be aware that factory workers tend to go communist more easily than other pops when their militancy goes up. Being communist may encourage more militancy too (depending upon your plurality and who's in power, if I recall right), so that may cause other problems.

All my national pops are in work, it's the frigging Indians that are the problem. There is about one revolt a week in India. Im afraid to go to war because war exaustion may well just make the entire empire revolt.

Hmmm... I think I know what's setting them off. It's your citizenship policies from the sounds of it. Minorities tend to go with the parties that have full citizenship, and if you have a residence or whatever party in power they won't like that. I think it's probably that anyway.

Yep.
Those whiney Indians won't be happy until they have luxeries like equality under law and jobs
Oh and high Militancy leads to communism, not the other way around.

I notice that the militancy will decrease if their issues coincide with my parties. I don't think it necessarily has to have a matching ideology, although I'm going to test it out to make sure.
