Due to desynchronization (or whatever) I cannot continue researching because already completed techs do not count as finished. All bonuses have applied (cost of units, org etc. from let's say blitzkrieg) but I cannot research kampfgruppe doctrine for which Blitzkrieg is a prerequisite.

This happened to all techs researched from the start of the game.

I know how to edit bonuses from techs (research speed, organization, costs) but where I can find whether the tech is finished (so that I am able to continue in research the same branch).

Do you mean the ones in progress? Being researched? IIRC, they are right after the minister section. If that is what you mean, I can check a save real quick.

Sorry, I probably didn't make it clear enough. We started LAN game, me as Germany. Some time after I discovered Blitzkrieg I wanted to advance in Kampfgruppe. But I could not start the research. I saved the game and the host computer too. These two save games were different in this matter. In the host computer I didn't have Blitzkrieg discovered, in my save I did.

This was probably caused by some kind of error in communication between host and my computer.

We looked through the save game txt of the host computer and found out that the EFFECTS of the tech were applied. That means, for example, that my units really had Blitzkrieg org bonus. Obviously, the tech itself was not registered as finished in the host computer. It could be researched once again (Blitzkrieg for the second time) and the bonuses were thus applied twice.

I mean that the process of registering of discovered techs is separate from the application of their effects (such as org, costs of units, models of units, IC tech bonuses and so on). The first thing got wrong, the second probably not.

I search where I can find the list of already discovered techs so that I could fulfill the prerequisities and continue climbing up the tech tree.

I'm not 100% sure that this is what you asked, but just to throw it out there anyway:

In the save file, the line right after "nationalprovinces" (which lists the country's cores) is "techapps," that list in the list of technologies that the country has already researched. If you add a tech to that list, it will show up as researched in the game. The stats, models, etc. will not be changed.

If you remember what techs you have had (or if the savegame on your side shows it correctly -- I'm not sure how HOI2 saves MP games), you can add them all to the list and solve the discrepancy. The tech id's are in the db/tech folder.

Great! You're right, the savegame on my side is correct in this aspect. We're talking about 10 techs or so which got screwed so I can edit them quite easily and hopefully it will work fine.
