During my game as Duke of Bohemia, the Emperor ask me if I want that he "institute limited crown authority".
I really don't know what answer.
Is it a place where I can see what is its current crown authority? Just to see if "limited" is more or less than its current authority.

Open the law screen in the top bar - the one with a little gavel. The crown laws are at the top of the list that takes up the bottom half of that screen.

Click laws for up right and then click the emperor's shield. It will show what are the current crown laws. You can't see all the options, just what they are currently.

HRE starts with autonomous vassals, so limited is a step into more power for the crown and less for vassals I believe.

I don't know, but if they pay taxes to you, you will have a lot more money for that than they have.

Because I improve only my capitals castles and other settlements become really poor.

They build it themselves if they have enough money, but you can if you want to invest in their infrastructure. Remember that vassals pay for their own troops when you call them up for war, so the longer you keep their units raised, the less money they will have to improve their holdings with.

It would be nice if the tooltips and messages mentioning votes and changes indicated increase/decrease or up/down with respect to changes in laws. E.g.,

Medium Taxes (up) or Autonomous Vassals (down), both for my own realm and the messages about others.

After a while I am sure I would figure it out but without a manual to consult or hours with the different crown authority laws this can get annoying.
