Where can I find the 8-bit palette?

I'm working on a set of more historically accurate early USA flags and shields. The 32-bit versions work nicely, but I can't seem to get the palettes right for the 8-bit versions. Where can I find the EU2 8-bit palettes to apply to these graphics?

Since I don't own a copy of 3dsmax, I stopped reading at the point where you said that it was necessary to own a copy to use anything that came further. Your only mention of the palette is in the section that begins by saying that one must have 3dsmax to use the method in that section.
