So I realised that I haven't come across any 'upliftable' species in quite a while, with the exception of some roach-aliens found on tomb worlds. Do you have to research the tech first, or are they just really rare?
From my experience pre-sentients are the rarest, like extremely rare. Followed by stone age primitives. The most common are pre-FTL. In my last play i have 1 pre-sentients (who had Radioactive trait, but lived on normal planet, not roaches), 3 stone age primitives and 20+ Pre-FTLin my corner of galaxy of 1000 stars.
No tech isn't needed.

It's very odd it's weighted like that too. Considering the time humans spent in the stone age compared to the time in non-stone age technologies, as well as how long (possibly) pre-sapient human ancestors lived before we did, it ends up with a galaxy rather distorted towards higher levels of tech development.

I guess it's something to promote gameplay over realism.
