I fully expected Roman ingenuity to come up with Bath houses, in a Roman style game, there are a few run of the mill things that are missing,...

Gladiator games, (You could sacrifice Slaves of the empire for Pop / or a lower National Revolt risk )
Bath houses, If This is a Roman game, I would expect to see Roman Bathhouses as an improvement, It would generate Cultural conversion.

I think Aqueducts is way too late in the game. .... The Romans were known as a builders, and They can't build roads or Aqueducts until the late Roman age....

And i think there should be somthing about festivals, that would help with the problem of things to do in peace time. Sparta declining Athen's pleas' for help because of observance of Festival days occurred at Thermopolae IFRC...

I doubt that the killings in the arena ever at one time amounted to such numbers that it would affect a slave pop. But i do agree with you on this one, the funding of games (gladiators was only part of it, mostly it involved the killing of wild beasts and/or criminals) was a major part in the political life. But instead of it being an option for the player i would suggest it was a random event that would provide popularity for rich characters to the annoyance/glee of the player and at the cost of gold from the character in question. It would provide some further dynamics to the much neglected character part of the game.

But this, along with the bath houses, would pose somewhat of a problem as it tended to be culturespecific, and as such wouldnt fit in the game as it is likely to be availiable to the other cultures as well.

Whatever country specific improvement you have to build culture conversion in the province is whatever....

It could be oracles complexs for greeks (maybe something better) , an open air Bazaar for Carthage,.. Um.. sure they figure something out..

Bath-house complexes from the roman era are found in England.... I think the lack of bath house as an improvement is just wacky....

Brittain wasn't conquered till after Octavian Agustus, which makes baths way past the era of this game. If you are going to use England and its baths as an example. Just an FYI.

You wouldn't really have to add a different building for each culture. Like units, you could just give different names for different cultures. The Romans could have "Bathhouses", while other cultures have different names, which all give the same bonus. This would be far simpler than adding a bunch of new buildings, and all the buttons and text to go with them.

Or, you could just abstract the building name into something like "cultural improvements - level 1/2/3" sort of like fortifications. This would make the addition even simpler.

I think the first method is better, though.
