When exploring the galaxy one can come across a number of previously inhabited worlds and even megastructures, but no habitats (aside from a few mentioned in event text. I think it should be possible to find abandoned habitats in various systems. They should require repairs to become usable again of course.

Totally, I can think of many interesting options like:
  • a deadly virus,
  • a murderous creature,
  • a rogue AI (this could come in multiple variants like the AI being discovered after one has already recolonized the habitat or before, with having to defeat its robots to take over),
  • a discovery that the habitat is not in fact completely abandoned, but has a very tiny remaining native population (again with variants like pre-sapients or primitives on a habitat or an event chain, where there seems to be a lot of missing food, supplies until one discovers that the habitat has a few pops living on it),
  • a Fallen Empire calling you to give back stuff they left on the habitat before abandoning it,
  • the habitat containing star charts to a place where a planet should be - but the planet isn't there,
  • Shroud ghosts inhabiting the habitat.

Yeah this should be in the game.

Maybe put some in the systems with abandoned megastructures, or in some of the Precursor systems.

Running an abandoned Habitat should be expensive until you get the tech -- but having one should unlock the tech, so if you pay that cost, then you can research it earlier.

"Murderous creature" creates a progenitor hivemind if handled poorly.
