Bought EU:Rome during a fit of boredom. Fun game so far but then I'm biased for most Paradox games. But I digress...

My question is this:

As Rome when I go to my character selection screen I see a mass of characters of all factions both employed and unemployed.

But when I go to fill a position of Censur that's currently open I am given no characters to choose from. Not sure where they all are. Similar thing happens when I go to fill or change out a leader of an army/navy... no char's to choose from or else only 1 or 2.

However when I go to swap out Governors there are usually more there to chose from.

What I failing to comprehend here?

As icon41gimp said, some positions have requirements. It might be age or previous positions. For example, only former Consuls and Praetors can lead armies. You cannot select the next consul, so you have no power there, but you can groom generals with the Praetor position, but only people aged 35+ can be Praetor (AFAIK). As for Censors, I noticed they are all military leaders, so I guess they need to be former consuls or praetors as well... Anyway, if you hover the mouse pointer over the Censor panel (or the question mark, I can't remember exactly), you should see a list of requirements. Same is also true for any position.
