where and how to upload mods

I have created a mod but i seem unable to upload it to steam workshop. And teh information i managed to google out does not seem to help. What is the current popular method for sharing mods?

I have created a mod that removes conclave obligation laws and puts the old demesne laws and noticed there are no popular mods like this one.
