When you give provinces to your allies in a peace treaty, their AE does not rise?

The following occured in a multiplayer match. I attacked an AI alliance and a human player joined on my side. This human player besieged and occupied provinces of a minor warparty. He was not allowed to negotiate a separate peace with this minor party, but I was. So I made a separate peace in which my human ally vassalized this minor warparty. And the thing is, he did NOT receive any aggressive expansion penalty despite the pop-up saying so. We tested this multiple times; is it supposed to be like this because he wasn't the one "being aggressive" or is it a bug?

Not sure if its intended or bugged, but yea, giving someone else a vassal seems to give you the AE for it (unless the war was subjugation)
